Three Hills CAO announces resignation

Mayor Tim Shearlaw called the June 8, 2020 regular meeting of Three Hills Town Council to order at 5:33 pm on June 8 2020.

The meeting agenda was accepted as presented.

Of special note at this meeting was the formal resignation of Chief Administrative Officer Alan Parkin. His letter of resignation sited personal reasons for his departure. Mr. Parkin’s final day of service to the Town of Three Hills will be August 8, 2020. He officially began his duties on August 26, 2019. Council accepted Mr. Parkin’s resignation with regret. “It was a pleasure working with Alan,” said Mayor Shearlaw, “We were extremely pleased with the leadership and management he provided over the last year. He was a great asset to our municipality. The search for a new CAO has already begun. The application deadline is July 3, 2020.

Council gave first reading to Bylaw 1453-20 - A Community Standards Bylaw. This concerns boulevard maintenance, unsightly premises, noise abatement and sidewalk regulations.

Council approved first through third and final reading of Bylaw 1456-20 - Assessor Bylaw. They also appointed Stephen Washington, of Wildrose Assessment Services Inc., to the position of assessor, as per Bylaw 1456-20 - Assessment Bylaw, for a term expiring at the 2020 Organizational Meeting in October.

At the October 16 and 17, 2019 Strategic Planning Workshops, Council identified red tape reduction as one of their strategic priorities. At this meeting Council approved the repeal of 30 policies.

As some policies go others are created. Public Participation Policy - 370-A2 was accepted as presented as was Policy 390-A1 - Town Aquatic Centre Pool Pass Policy.

Policies also accepted as presented was policy 400- A1- Town-Owned Lands Encroachment Policy, Policy 450-A1 - Workplace Violence and Harassment Policy and Policy 530- Reserves Policy as presented.

Council directed administration to transfer all town banking services to ATB Financial.

Council also directed administration to prepare a revised draft of Policy 220- Council Remuneration Policy to include a Provision offering optional life and optional critical illness benefits to council members at the councillor’s expense.

Administration recommended the Safety Code Services Agreement be awarded to Park Enterprises Ltd. starting on July 28, 2020 and ending July 28, 2023.

The COVID-19 pandemic continues to play havoc with regular committee meetings resulting in few reports from council.

Mayor Shearlaw adjourned the meeting at 7:54 pm.
